The Session Has Officially Begun!
All legislators returned to the Topeka Capitol Building on Monday, January 14th at 2:00 p.m. The first things we observed were the newly renovated Chambers with new desks, chairs, and a return to the historic condition of the Chambers of years past. I would encourage all of you to take time to visit the Capitol and visit both the Senate and House Chambers with the new renovations. The Governor gave her "State of the State" address on Monday. While I would be happy to share a copy of her speech with you, I felt a shorter version would be easier to read and would highlight her legislative agenda:
- Governor Sebelius outlined a legislative agenda that reminds lawmakers of the responsibility we have to provide opportunities to the people of our state. This year we have a responsibility to transform our challenges into opportunities, creating a brighter future for all Kansans.
- There is no doubt that Kansans are facing tough challenges. The legislature has big decisions to make, and it will not be easy. We owe it to our state to put aside partisan bickering in the interest of what's best for Kansas.
- We cannot afford to be divided. This is a time for unity to keep Kansas competitive in a global economy.
Health care:
Governor Sebelius is hopeful that this will begin a long overdue discussion about health care in this state. Costs are spiraling out of control and we have a responsibility to ensure that hardworking, responsible Kansans have the opportunity to receive quality, affordable health care.
Education:
I was very pleased to see the Governor's commitment to fully funding the third year of our school finance plan. It was also very encouraging to see the Governor's commitment to early childhood and support of funding for all day kindergarten.
Energy:
The Governor spoke about the importance of having a vigorous, open debate about energy. It is important that we not let partisan bickering keep us from reaching our goal of making Kansas a national leader in renewable energy.
I currently serve on the Energy and Utilities Committee and can honestly say that this has moved to a position of high priority during this 2008 Session. Because of our location and new renew- able energy companies locating in Kansas, we definitely have unlimited opportunities to be a leader.
General, in closing:
Governor Sebelius closed by letting the legislature know that it is time to lead a real conversation about the challenges and choices we face in our state. The legislative session will offer more than one opportunity for lawmakers to stand up for the real needs of Kansans. We gain more when we can put aside political labels and work together. She looks forward to working with leaders of both parties to do what's best for our state in 2008.
